The Citizen Card is a document of citizenship.
From a visual standpoint, the card displays in front, a photo and elements of civil identification. On the back, contains the numbers of the different bodies whose cards aggregates and replaces a machine-readable zone and chip.

APPLICATION AND FEES:
The document, requested in person at the Consulate, has a cost of USD 21.31 (if over 6 years old) or USD 14.26 (if under 6 years old) and the probable term of delivery is 15-20 days.
At initial application, in addition to the ID card and/or birth certificate, the citizen should wherever possible present the Taxpayer Card, Social Security Card, any Heath System Card and the Voter Card.
• It has been found that many Portuguese residing abroad, request the issuance of the Citizen card while on vacation in Portugal. They should mention, in such cases, that they live overseas and ask to pick up the card in the Consulate with jurisdiction over the area where ther reside.
• The card can be picked up by a third party who has previously been nominated by the holder at the time of application as well as the person who supplies, under the law, the inability of the holder.
• The Citizen Card has to be picked up whitin one year. Past this deadline it will be destroyed if not picked up before.
CHANGE OF ADDRESS
To change the address you must visit the Consulate with the Citizen Card along with PIN’s to use the Card ara alterar a morada deve dirigir-se ao Consulado com o Cartão do Cidadão juntamente com os PIN’s de utilização do Cartão (PIN of authentication andPIN of address).
In case the Card holder is not in possession of the PIN’s, must then apply for a new card in order to have the address changed.
